pip install says "Can not find valid pkg-config name" since mysqliclient 2.2

Describe the bug

On Debian 11.6. mysqclient-2.1.1 was previously installed and still works fine.
I have done $ sudo apt-get install python3-dev default-libmysqlclient-dev build-essential
But upgrading to 2.2 fails as follows:

$ pip install -U mysqlclient

Confirmed. Worked for me. Indeed it was my mistake: I hadn't noticed the pkg-config requirement.

Hi I am also getting same error in Ubuntu:20.04, and i have pkg-config in my system
any idea why it would be failing for me?
