Previously `QuantumCircuit.initialize` was not correctly preocessed if initial state is specified with single `int` value. This commit fixes this issue by decomposing initialize instructions.

This looks straightforwards to me, and the tests make it seem like it's working fine.

Previously `QuantumCircuit.initialize` was not correctly preocessed if initial state is specified with single `int` value. This commit fixes this issue by decomposing initialize instructions.
