@jakelishman suggested to add "next page" button from an offline discussion:

the navigation between subsections is difficult - there’s no “next page” button to go from, say:
https://qiskit.github.io/qiskit_sphinx_theme/apidocs/api_guidelines.html
to https://qiskit.github.io/qiskit_sphinx_theme/apidocs/api_examples.html
even though the top-level page https://qiskit.github.io/qiskit_sphinx_theme/apidocs/index.html puts them in order

Sphinx has this by default, so somewhere along the line we're hiding it.
