The contents of this file may be better suited at https://www.qubes-os.org/doc/how-to-update/. IMO a user would expect all update-related information to be on that page.

Re-phasing suggestion on the networkless aspect.
I would also suggest adding practical steps on how this tool can be used.
This is a very important task, but it is often not done due to bad tools. Also correct some outdated information on the "how to update software" page.
