cmake needed by pkg/relic which is used in tests/unittests/tests-relic
hexdump (in bsdmainutils) is used in sys/crypto

I wasn't aware that this Dockerfile was still here.
https://github.com/RIOT-OS/riotdocker contains a more up to date Dockerfile. A pre-built image can be found at https://hub.docker.com/r/riot/riotbuild/

I propose we delete this file instead and direct users to the separate repo

yeah, let's remove the Dockerfile instead
