[Bug]: Trying to move macro button in Campaign Window causes error w/o permission

Describe the Bug

When trying to move a macro button in Campaign Window without permission, an error message now occurs saying you do not have permission. Before, there was no message dialog and the action failed.

Some players when "clicking" will in advertantly move the macro, perhaps using a touch screen, and they get this nuisance message, interupting gameplay. Can we "undo" this new feature.

To Reproduce

Trying moving a macro button in Campaign Window as a player.

Expected Behaviour

Before, fat-fingering a macro button when trying to click it just caused a failure to execute and no message.
