[Bug]: New Stat Sheets are not "inFront"

Describe the Bug

When new stat sheets are used and drawn, they can appear under user created overlays.

To Reproduce

Place a token on a map
Configure it to use new stat sheet (not legacy)
Place a user created overlay around the same location where the new stat sheet is drawn
Mouse over the token you set to use the new stat sheet

The stat sheet is drawn under the user overlay.

Expected Behaviour

Stat sheets should always be on top / in front.
