Reverting this change as merging with other changes that occurred has created some sort of locking situation where this locks up MapTool.
I may take a look at reintroducing this change in the new year, but given the lockup occurs when calling the library used to work around windows filesystem issues I am not sure if I want to spend the time rewriting it all to see if its that library or not and working around windows FS issues myself
