Auto cancel task when a new commit is pushed #246

Since each task takes resources which are limited in a cluster, it'd be wise if a task which was triggered by a commit were automatically cancelled when a new commit is pushed while the task is still running, this way avoiding duplicated and redundant jobs.

this is already available for gerrit, for github it's missing though.
