feat: navigate to next / previous declaration #511

Closes #167.

Summary of Changes

Added next and previous buttons that make navigating between filter results possible. Also makes it possible to jump from last to first result and first to last result, and when an element that isn't included in the filter is selected, the next/prev element that matches the filter will be selected.
