As it turns out, the Kibana bug I was experiencing was not 28176 but instead:
elastic/kibana#33193

This has been patched:
elastic/kibana#33303

However, the patch won't appear until Kibana 6.7.1.

Tracking another Kibana issue that might affect what version we release:

Confirmed that 6.7.1 resolves issue 33193. However, 34266 is still an issue, so we'll be waiting for 6.7.2.
