Pfm Viewer v1 Windows exe

features:
possible to use input pipe for data
possible to pass a path as input on argv (therefore integrate with explorer if chosen as default app for .pfm)
possible to browse for a file if no data passed.
scroll bars
minimalist HDR to SDR options: gamma, tone, exposure
and flip Y axis

exe for windows that should be independent of dlls.
provisional status. seems to work fine on phm but not pfm yet.
