⚠️ Requires new env key THAT_JOIN_BOT_BASE_URL in gcp secrets

New user event and admin event to add discord channel on create or update of OPEN_SPACE session.
Conditions:
- ACTIVE
- OPEN_SPACE
- after time now
- before next batch (08:00)
2 environment key dependencies added
- THAT_JOIN_BOT_BASE_URL
- THAT_REQUEST_SIGNING_KEY (already in secrets file)
