We fixed the python 3.8 and 3.9 issue so I reverted the changes for making Tonic Validate 3.10 only |

This adds a simple E2E test which runs tonic-validate with a AnswerMatch metric on a single question. It can be used to ensure that poetry dependencies are correct, the version of python works with our code, etc.
Additionally, I've updated our min python version to 3.10.13 and added myself as an author on the project for PyPi.
