Stop requiring MANTA_PRIVATE_KEY to be supplied during startup #3

We should instead do something like the following:

  • generate a new key during startup
  • update instance metadata to expose the public key
  • triton add key the public key to the account being used to run manta-monitor

@1010sachin - is this something we plan on fixing? Saw that we reference the commit, but wasn't sure where we are going with it.

Oops. That is a wrong reference in the commit. This is not yet fixed.
