CompatHelper: bump compat for MLJXGBoostInterface to 0.3 for package rstar, (keep existing compat)

This pull request changes the compat entry for the MLJXGBoostInterface package from 0.1, 0.2 to 0.1, 0.2, 0.3 for package rstar.
This keeps the compat entries for earlier versions.
