What
チャンネル設定画面（channel-editor.vue）にて、チャンネルの共同管理者・権限移譲設定が、チャンネル所有者にもAdminにも（当然共同管理者にも）適切に表示されなかったので、チャンネル所有者とAdminにこれらの設定が表示されるようにした。
（もしかしたらChromeだけかもしれんけども）

ローカルでは動作確認済み。
・チャンネル所有者に共同管理者・権限移譲設定が表示される。
・サーバーadminに共同管理者・権限移譲設定が表示される。
・共同管理者には共同管理者・権限移譲設定の設定は表示されない。
