Refactor the Float32 and Float64 modules into a Float functor. #66

@rossberg-chromium Thanks for the help! I made the "with type t = ..." change you suggested, and the naming changes.

I also prefixed the given/* modules with "Basic" to anticipate disambiguating them from arithmetic.ml's versions, which will need to add conversions to/from value, unless we want value to live in given too. But I'm open to better naming schemes.

However, I'm still getting errors I don't understand:

When you annotate a module with a signature (aka module type) then that is the signature the module gets coerced to. In particular, if the signature specifies some types abstractly (as the types t and bits in FLOAT_TRAITS) then the identity of these types is hidden, and consequently, they are not compatible to their underlying representation at use sites.

The fix in this case is to either not annotate the signature at the definition of the Float Traits (module typing is structural, so you do not need to write it), or to explicitly make the types transparent, by saying e.g.

module Float32Traits : FLOAT_TRAITS with type t = int32 = ...

You probably need to do the same for type bits and the BASIC_FLOAT signature in the definition of the Float functor.

The applications of that functor OTOH can be simplified to

module BasicFloat32 = Float (Float32Traits) (Basicint.BasicInt32)
module BasicFloat64 = Float (Float64Traits) (Basicint.BasicInt64)

I'll think about naming some more.

Closing this PR for now; the floating point code is evolving; we can look at refactoring it more once it's settled down more.

* The data count section is required if the `memory.init` or `data.drop`
  instructions are used.

* `memory.init` had an off-by-one bug when reading at the end of a segment.

* All instructions that operate on regions need to compare length to 0
  using unsigned comparison (e.g. `I32.gt_u n 0l`).

* Converting length from 32- to 64-bit now uses
  `I64_convert.extend_i32_u`, instead of `Int64.of_int32`, since the
  latter will sign-extend.

* The `table.copy` overlap test now uses an unsigned comparison.

* The passive element text syntax still allows function indexes, e.g.
  `(elem passive $f1 $f2)`.

* Add element type to passive element segments

At yesterday's WG meeting, we decided to make a new release, now switching to the Evergreen model. For administrative and technical reasons having to do with W3C procedure, we decided to bump the release number to 2.

From now on, the standard will iterate at version 2 from the W3C's official perspective. We use minor release numbers internally to distinguish different iterations.

(@ericprud, I hope I understood correctly that the Bikeshed "level" also needed to be bumped to 2.)

At the moment the spec requires a `LinkError` to be thrown when the `WebAssembly.Global` constructor is called for type `v128`. This was introduced in WebAssembly/simd#360, but according to the PR description, actually a `TypeError` should be thrown. The PR refers to https://github.com/WebAssembly/simd/blob/master/proposals/simd/SIMD.md#javascript-api-and-simd-values, and there a `TypeError` is required.

This came up as a point of ambiguity in a recent discussion, with the other possible design being trapping when the search finds a handler with the correct tag but incorrect event kind.
