refactored dbing support methods more consistent
Added verify parameter to Schemer.__init__ to be compatible with Suber classes that expensive verification when deserializing like Serder. Added missing unit tests.
B64SuberBase can be mixed with IoSetSuber or OnSuber or combinations to create subclasses where the values are separated strings of Base64 charcters when the values are just groups of qb64 identifiers that don't need to be serialized and reserialized from Matter subclasses as would be the case with CatCesrSuber
