Select mode: Click behaviour produces inconsistent results

I haven't been able to track down exactly how to re-produce this, but it seems to occur every time Select mode is engaged except for the first time.

Sometimes when clicking a block Select mode is retained, which is the intended behaviour.

Other times clicking a block transports you directly to edit mode.
