Add wide and full alignment options to the post/site title blocks

Adds wide and full alignment options to the Site Title and Post Title blocks, bringing them on par with the alignment controls available in the Heading block as of #25917.

The Post Title alignment will be necessary to get the heading right in the blocks-based version of Twenty Twenty-One. (WordPress/theme-experiments#60)
