Medical - change hrIncrease random min/max

Not sure if this is needed, (if current system is tuned correctly then no need to change).

But treatments says
How much will the heart rate be increased when the HR is low (below 55)? {minIncrease, maxIncrease, seconds}

But the code is doing min + random max so [2,4] could return 6
