Added "tsconfig.json" to allow for the creation of TypeScript Definition files. Creating a @types/gulp-eslint npm package.

Added "tsconfig.json" file for creation of Type Definitions.
I created a "tsconfig.json" file and set-up a very simple build configuration to allow for the creation of "*.d.ts" files. I also posted an npm package to the @types organization through this repository.
I also appropriately credited the author of this repository in the README.md file.
