Track Data Submitter

• Store the logged-in user's name that is entering data.
• Display this field on the Location tab (@ToddVolkening?)
• Add this as a search/filter on the query app Add Submitter to filter electrofishing-query#43

Nathan, Yes, please display this field on the Location tab. Also, if I remember correctly, we'd also like to see this field added to the Query/Report tool as a filter option.
