Annotate Serializer.serialize and descendants

This patch aligns the type signatures on `Serializer` subclasses,
including renaming the arbitrary-keywords dictionary to always be
`**kwargs`.  This is in part to prepare for the possibility of adding
`*args` as a positional-argument delimiter.
