Stop backcomputing WFOs from most VTEC products

pyIEM has code that finds a listing of UGCs and then backcomputes the WFOs. Why? Because some national center products need this done to, but the breadth of this need may likely be limited to NHC. Anyway, this back computation causes confusion as some Flood products leach over zones and some marine products overlap zones. Just do the simple thing here daryl!
