feat: changelog sorting options

Adds option for sorting entries in changelogs/changelog.yaml by semantic version and in the same order as the Changelog.md/.rst

Before:

0.0.1, 0.0.2, 0.1.0, 0.1.1, 0.1.2, 0.10.0, 0.10.1, 0.10.2, 0.11.1, 0.11.2, 0.2.0, 0.2.1, 0.2.2, 0.3.0

After

0.0.1, 0.0.2, 0.1.0, 0.1.1, 0.1.2, 0.2.0, 0.2.1, 0.2.2, 0.3.0, 0.10.0, 0.10.1, 0.10.2, 0.11.1, 0.11.2

Added this as a configurable option to avoid config rewrites although the current sorting is incorrect in my option.

Very soon :) I want to add another small feature (reformatting changelogs/changelog.yaml to current settings of the config file) first.
