Rationale for this change
inpsired by @MrPowers in #7102 I would like to make it easier for people to evaluate and decide to try DataFusion
Part of that decision is what other projects are using DataFusion and how well the project aligns with the prospective user's goals.
Thus, I think it would help to make a distinction between the "Active" users of DataFusion and "Dormant" to help people find the best comparison projects.
What changes are included in this PR?
Move projects that haven't had at least one commit in the last 6 months to a separate section
