Description

Used jom for windows builds since MSBuild is not able to parallelize nvcc calls.

Redone #12533

We got builds down to:

  • Build CPU windows - 6m 31s
  • Build GPU MKLDNN windows - 12m 11s
  • Build GPU windows - 10m 13s
