Provides built-in GraalVM Reachability Metadata and nativeTest on Elasticjob Bootstrap

• Provides built-in GraalVM Reachability Metadata and nativeTest on Elasticjob Bootstrap.
• Fixes Add elasticjob-lite-reachability-metadata module for nativeTest and nativeRun #2263 .
• Fixes Support for building with OpenJDK 22 #2411 wrong scope change for spring.io dependency.
• Bump Junit5 to 5.10.3 to apply @EnabledInNativeImage is not properly supported at the class level junit-team/junit5#3745 .
• Add elasticjob-reachability-metadata and elasticjob-test-native module.
• According to GraalVM Team's unit tests for GraalVM Native Build Tools, this PR defines pluginManagement in the new Maven Profile to manage Maven Executions for GraalVM Native Build Tools. For submodules that need to capture GraalVM Reachability Metadata and do nativeTest, the Maven plugin of GraalVM Native Build Tools is introduced separately. Refer to Maven Native plugin fails on POM packaging projects graalvm/native-build-tools#490 .
• I would of course say that apache/curator itself has issues with Calling java.nio.file.Path#toFile under Native Image will result in java.lang.UnsupportedOperationException oracle/graal#7804. It uses Java APIs that are not available from JARs nor from within a GraalVM Native Image.
