feat(docs): uplift Docusaurus to v3

SUMMARY

Uplift Docusaurus to v3 and its related dependencies, most notably React. There are some additional changes

  • Specify Node version to be used in docs/ in .nvmrc, currently pinned at latest LTS version.
  • Upgrade React 17 to 18 and fix resulting type-check error
  • Fix various broken links and anchors.
  • Run yarn write-translation

BEFORE/AFTER SCREENSHOTS OR ANIMATED GIF

Visual and functionality stays the same. Expect no changes

TESTING INSTRUCTIONS

Run all yarn commands in docs/package.json and no command exits with non-zero signal.
Run yarn build && yarn serve, everything stays identical to https://superset.apache.org/docs/intro/

ADDITIONAL INFORMATION

  • Has associated issue:
  • Required feature flags:
  • Changes UI
  • Includes DB Migration (follow approval process in SIP-59)
    • Migration is atomic, supports rollback & is backwards-compatible
    • Confirm DB migration upgrade and downgrade tested
    • Runtime estimates and downtime expectations provided
  • Introduces new feature or API
  • Removes existing feature or API

I pulled the branch, and ran yarn && yarn start and validated that everything builds and looks as expected.
