Upgrade to Mapbox-gl-js 0.28.0

There are some breaking changes in upgrading from our current version to 0.27.0 and 0.28.0:

• Replace fill-extrude-height and fill-extrude-base properties of fill render type with a separate fill-extrusion type (with corresponding fill-extrusion-height and fill-extrusion-base properties), solving problems with render parity and runtime switching between flat and extruded fills. [BREAKING] Remove fill-extrude-height and fill-extrude-base; move to a separate fill-extrusion type mapbox/mapbox-gl-style-spec#554
• Change the units for extrusion height properties (fill-extrusion-height, fill-extrusion-base) from "magic numbers" to meters. Overlays in IE are temporarily missing after an overlay is deactivated or activated in the map layer manager #3509
• Remove mapboxgl.Control class and change the way custom controls should be implemented. support for default widgets in new resource editor #3497
• Remove mapboxgl.util functions: inherit, extendAll, debounce, coalesce, startsWith, supportsGeolocation. Updates color when user resets graph settings #3441 3553 graph chooser #3571
• mapboxgl.util is deprecated and will be removed in the next release. refactoring search js #1408

mapbox-gl-js-bower has been updated with v0.27.0 and v0.28.0:

Draw styles have changed in the corresponding version (14.0) of the draw plugin and will need to be revised with this upgrade. Error when trying to load draw tools:

Error: layers.gl-draw-point-active-halo.cold: unknown property "interactive"(…)
