Looking at the appveyor logs I'm not convinced that the parts setting more env variables after activate test in L285 runs at all, they definitely don't show up in the log (e.g. setting PATH in L239 is logged while not in L289, also the output of python --version in L296 is not in the logs anywhere).

(this came up as #392 seems to be ineffective for regions)
