Closes #46. Uses https://github.com/davetcoleman/roscpp_code_format for auto-formatting (using current
clang-formatinstead of 3.8 as recommended there). Rather than including the file here, it makes more sense to host a copy at the base of your workspace. Had to manually disable/enableclang-formaton theextern "C"line due to a conflict betweenroslintandclang-format.
