AvaTax API enhancements:
• Fixed an issue in which some Filings APIs were not returning TaxFormCode
• Extended FPOA API to support the Canadian Wire FPOA widget
• Updated the NoticeModel validation to be consistent with what the Compliance Service requires
on Create/Update requests
• Updated the CreateCertificate API to NOT require an expiration date
• Fixed an issue with the GetAccount API not returning the correct accountStatusId in some cases
