Tested by creating a local docker image and running the same set of commands before building the hello-world sample app. docker run -dit -v "${PWD}/":/shared ros:kinetic-ros-core bash |

Description of changes:
As a part of the security fix from OSRF we are rebuilding the sample applications using dependencies vended from a new apt repo and signed with a new key.
