Migrate to using rostooling/setup-ros-docker images #68

Description of changes:

With the recent changes to the ROS Docker images, the rostooling/setup-ros-docker Docker images would be more appropriate to use for building ROS packages.

There is currently something wrong with the Gazebo 9 release in

deb http://packages.osrfoundation.org/gazebo/ubuntu-stable bionic main

with gazebo9 at 9.13.0-1~bionic but gazebo9-common at 9.13.1-1~bionic. And it is blocking successful run of the CI...

EDIT: This issue has been resolved now.
