fix(cli): aws-cn partition fails notification ARN validation

Reason for this change

When deploying in a China region with a notification ARN, the CLI will fail because it doesn't allow the aws-cn partition.

Description of changes

Update the regular expression that validates the ARN.

Could you use Arn.split instead? There is still another unsupported partition with this solution (aws-us-gov), and it would be cleaner to just test the service and resource name with that method instead of a growing RegExp
