feat(elasticloadbalancingv2): enable zonal shift for network load balancer

Reason for this change

AWS CDK does not support for configuring zonal shift for a NLB.

Description of changes

Add zonalShift prop to NetworkLoadBalancerProps

Add both unit and integ tests.
