This is manually making the changes from https://github.com/aws/aws-models/pull/791 for the 2 services that haven't been pulled in via Trebuchet since the services haven't yet made a release with those changes.

Description
This is to update to Smithy 1.23.x (from 1.21 currently) which supports IDL v2. See multiple commits.
yarn generate-clients && yarn test:protocols. The diffs includeyarn generate-clients -s && yarn test:server-protocolswas failing and was fixed with Fix MalformedAcceptWithGenericString smithy-lang/smithy#1360 and Update PostUnionWithJsonName protocol test smithy-lang/smithy#1361.Testing
