Initially Paul wanted to keep this document to backfill its content into a design document with best practices and the likes (#3367 (comment)). Over the years, we've mostly achieved this by improving our tutorial and adding various other docs.
I see little point in keeping this around nowadays, we can always get it back from the Git history if need-be. I'm keen on cleaning things up before working on some of the aspects discussed in #6370.
