To include fixes for basho#1699

There was an issue in the 2.9.0 release (#1699). Essentially a fix made in the RC cycle for 2.9.0 to fix a memory GC issue, created a race which might lead to an excess of open files. Also included is a fix to a bug which meant that not all leveled manifest files were being GC'd. |
