Is this ready for review? I will merge this and move this project to the organization. Then, I will enable windows targets.

More or less ready for review. I was interested in getting the feedback on the issue before I opened this up for review. I think I will split this work up since turning off nightly features is unrelated to the ctrlc stuff.

I've created two new PRs #21 and #20 that split up the work. They are both ready for review.
