  1. Configure ProGuard for Android 

    Adds Android default ProGuard Specs to AndroidSdkProvider
...and uses them when ProGuarding an android_binary.

Background:
Android ProGuard actions need to use proguard-android-optimize.txt or proguard-android.txt to be configured properly.
