0.17.4

New Go versions

Go 1.12.3, 1.12.4, 1.11.8, and 1.11.9 are now supported.

1.12.4 and 1.11.9 were rebuilt with a C/C++ toolchain compatible with older Linux distributions. Ubuntu 14.04 and Debian Jessie are supported again without additional configuration.
