`bazel.Runfiles` is a deprecated way to look up runfiles that can result in non-hermetic lookups. `github.com/bazelbuild/rules_go/go/runfiles` is the recommended package for this.

FYI bazel-contrib/bazel-gazelle#1632, which will be in the next gazelle version, may help fix some further edge cases that so far I haven't been able to reproduce (https://bazelbuild.slack.com/archives/C01HMGN77Q8/p1694513237374049). |
