This exposes the runtime's C libraries through the py cc toolchain. This allows tools to embed the Python runtime or otherwise link against it.
It follows the same pattern as with the headers: the toolchain consumes the cc_library,
exports CcInfo, and a
:current_py_cc_libs
target makes it easily accessible to users.Work towards #824
