Allow Editing from GOVN back to Premium

• As a member of the BCOL Admin Team
• I want to be able to edit a GOVN back to Premium in cases where client made the wrong choice
• so that the client can use their account without resubmitting everything

Acceptance Criteria

Scenario 1: Editing existing account from GOVN to Premium

• GIVEN a client has submitted a GOVN account in error
• WHEN it has been approved
• AND a member of Admin edits it from GOVN to Premium
• THEN All existing fees are updated back to full fee for both stat and service

Most of this is implemented already just needs some modification of the rules and the addition of the call to remove the product_fees in PAY-API.
