Create production BCOL Helpdesk account and userid for the following role:
QS(Qualified Suppliers) Lawyer and Notary

Note that Helpdesk will have access as QS Lawyer & Notary but will not be able to complete a filing.
If the completion (submit) of a filing cannot be disabled for Helpdesk they will need to be trained to
avoid completing filings.
