Describe the bug in the current situation
When the user files an Amalgamation Application as staff then upon successful filing of the application the filing is in a temporary state without the identifier and complete list of outputs.

Steps to reproduce the behavior:

  1. Go to 'https://test.business.bcregistry.gov.bc.ca/'
  2. Login as staff
  3. File an Amalgamation Filing
  4. Upon successful completion the filing is in a temporary state.
